Terrorism (Protection of Premises) Bill, First Steps To Understanding Martyn’s Law
The Police Crime Prevention Academy have released a new eLearning ‘Protection of Premises’ course to assist venues and locations that may become the subject of future legislation under the Terrorism (Protection of Premises) Bill, also known as Martyn’s Law.
The Terrorism (Protection of Premises) Bill will place a requirement on those responsible for certain locations to consider the threat from terrorism and implement appropriate and proportionate mitigation measures.
This includes that they are prepared, ready to respond and know what to do in the event of an attack, along with better protection being delivered through enhanced security systems, staff training and clearer processes.
This proposed legislation has been created as a result of the findings of the Manchester Arena bomb inquiry and the tireless campaigning of Figen Murray OBE, the mother of one of the 22 victims, Martyn Hett. It will keep people safer, enhancing our national security and reducing the risk to the public from terrorism by the protection of public venues.

Michael Brooke from Police CPI said: “We are delighted to launch this new and important course that will provide help and advice regarding the content and aims of the Terrorism (Protection of Premises) Bill. The course will be updated whenever needed as the Bill passes through parliament and possible adjustments are made. This will mean that those who undertake the course can be assured that they are receiving current and accurate information.
“I would add that whilst the new Bill may take several months before coming into law, there is no reason to delay in gaining the understanding needed to make changes to security practices now. The sooner, the better, in the interests of protecting the public and staff at all venues.”
The ‘Protection of Premises’ course takes 20 minutes to complete via the Academy’s eLearning platform – it includes voiceover and videos, and it covers:
- Schedule 1 - Terrorism (Protection of Premises) Bill (types of premises that is likely to be included in the legislation)
- The responsible person and their duties
- Standard and enhanced duty premises
- The tools to assist you to conduct a terrorism evaluation or risk assessment
- The importance and guidance on locating Counter Terrorism training opportunities
The cost of the course is £15 plus VAT, and payment can be made by credit card via the Academy website or by a PO number for bulk purchase.

Once you have enrolled on the course, you will have access for 12 months and be notified as the Bill is updated and passes through Parliament. You can pause/leave and come back any time by clicking ‘resume’ when prompted.

Although legislation is not finalised, premises are encouraged to take steps to ensure the safety of the public. It is therefore important that all managers associated with venues that have a capacity of over 100 members of the public are supported in ensuring that they have taken a significant step towards being prepared for the future.
